NTUST: Extending Sustainability Policies to Outsourced Services and Supply Chains

National Taiwan University of Science and Technology (NTUST) extends its policies on ethical sourcing, waste disposal, minimising disposable items and energy efficiency to its outsourced campus dining operators through contract clauses (12.2.7). It extends the same policies to construction contractors, their subcontractors and product suppliers through its construction procurement contracts and Taiwan's government green procurement scheme (12.2.8).

1.Policies extended to outsourced services
1.1 Outsourcing contract for the Student Activity Center First Cafeteria (AA-11201)

Campus dining facilities are run by outsourced operators. Sustainability requirements are written into the contract, the operator is responsible for meeting them, and the university inspects compliance regularly. Key clauses:

1.2 Supporting measures to reduce disposable items
  • Campus cafeterias offer discounts to diners who bring their own tableware.
  • Stainless-steel lunch boxes are encouraged for university meetings to replace disposable tableware.
  • The Second Teaching Building cafeteria sells reusable meal containers.
  • Staff and students are asked not to request disposable cutlery or plastic bags when ordering through delivery platforms.

2. 12.2.8 Policies extended to outsourced suppliers and supply chain partners
2.1 Construction procurement contracts

All construction procurement by the NTUST General Affairs Office follows the Public Construction Commission (Executive Yuan) Model Contract for Construction Procurement. Construction waste is handled in line with Taiwan's Surplus Earth and Stone Disposal Programme and the Waste Disposal Act. The contract binds contractors and their subcontractors as follows:

The movement of surplus earth and stone can be tracked on the National Land Management Agency's Surplus Earth Information System.

2.2 Green procurement
  • For all items designated by the Ministry of Environment, NTUST must buy eco-labelled products. Any exception needs the President's written approval before the order is placed.
  • Every purchase is reported on the national Green Living Information Platform with its eco-label number or as a non-eco product, following the university's green procurement SOP.
  • Construction and service procurement are also covered by green procurement (a bonus criterion in the government's evaluation).
  • 2025 (ROC year 114) result: 98.67% green procurement rate for designated items, a score of 100 and an "Excellent" rating.
