NTUST faculty members are actively engaged in outreach, education, upskilling and capacity-building for policymakers and lawmakers. Drawing on the university's strengths in applied engineering, frontier research and intellectual-property law, NTUST supports evidence-based policy through (1) a dedicated technology policy and law research and teaching unit, (2) expert testimony before the Legislative Yuan, service on government bodies and University Social Responsibility (USR) work with local communities, and (3) sustainability-governance and net-zero training for public- and private-sector stakeholders. Between 2024 and 2026, official Legislative Yuan gazettes, hearing reports and IVOD video records confirm at least four public hearings at which the NTUST President or faculty members were invited to speak, covering higher-education governance, Fair Trade Commission appointments, news-media bargaining and AI governance, and urban-renewal legislation.
NTUST runs a Technology Policy and Law program staffed by faculty from engineering, patents, management and law, with regular teaching by industry practitioners. The program holds that technological progress becomes human welfare only through institutional processes. Emerging challenges such as information privacy, biomedical ethics and a low-carbon society need a legal basis for risk assessment, due process in resource allocation and international alignment. Courses include professional and biomedical research ethics, e-commerce law, decision-making and law for green-energy technologies, cross-strait technology cooperation, administrative procedure law, international IP law, and industrial innovation and technology management.
- Competition, energy and climate law: Prof. Hwa-Mei Liu (Graduate Institute of Technology Management; Dr. iur., University of Munich) is a former Commissioner of the Fair Trade Commission (8th term). She specializes in competition law, energy and climate law, administrative law and IP law, and has led research commissioned by the Fair Trade Commission, the National Development Council, the Institute for Information Industry and the Taipei City Government.
- Judicial and standards advisory: Prof. Poki Chen (Electronic Engineering) has served since 2007 on the Judicial Yuan's Advisory Panel for Patent Administrative Litigation and on the Bureau of Standards, Metrology and Inspection's national standards committee for electronic engineering. He is also a former patent examiner for the Intellectual Property Office.
- AI governance: Asst. Prof. Tai-Jan Huang (Graduate Institute of Patent) serves on an Academia Sinica panel on generative-AI risk and has contributed to reports of the OECD-hosted Global Partnership on AI (GPAI).
- Vocational-education policy research: The Empowering Vocational Education Research Center (EVERC) is Taiwan's first international research center on technical and vocational education. It informs policy on vocational education and the training of skilled workers.

Scope: we screened all Legislative Yuan public hearings of the 11th term (Feb 2024 – Nov 2026) by searching IVOD transcripts for "National Taiwan University of Science and Technology / NTUST", then checked names and titles against the hearing reports and the Legislative Yuan Gazette. Each hearing is tagged with the requested fields (economy, law, climate change, healthcare, education).

- 6 Nov 2024 Education and Culture Committee hearing on private-college closures: the Ministry of Education and private-college representatives cited the NTUST–Hwa Hsia merger as a model for public–private consolidation.
- IVOD: https://ivod.ly.gov.tw/Play/Full/1M/16233
- Historical record: at a 2016 Education and Culture Committee hearing on amending the Fundamental Science and Technology Act, Asst. Prof. Chung-Hui Kuan (Graduate Institute of Patent) testified. This falls outside the reporting period and is listed for reference only.
- LY Gazette: https://ppg.ly.gov.tw/ppg/SittingCommitteesInfo/download/communique1/final/pdf/105/105/LCIDC01_10510501_00005.pdf
Screening notes: no NTUST speaker was found in this period's transcripts for climate-change hearings (e.g., the 12 Aug 2026 hearing on carbon fees under the Climate Change Response Act) or healthcare hearings. Ministry-level hearings have no consolidated public attendee lists and are not included. We suggest surveying departments for records of faculty attending ministry advisory meetings (meeting notices or attendance certificates) to strengthen the evidence.
This evidence set covers official records of four Legislative Yuan hearings plus twelve news and official web reports. Coverage centers on three themes: (1) faculty giving expert testimony at the Legislative Yuan on higher-education governance, competition law, AI and the digital economy, and urban renewal; (2) NTUST working with the Ministry of Environment and other agencies on climate action, packaging-reduction policy (Prof. Kuo convenes a ministry-promoted strategic alliance) and the net-zero transition, alongside local and international USR work; and (3) capacity-building in sustainability governance for government, industry and academic stakeholders through continuing education, certification courses and forums.
